If you boil the water first with the spices, the rice will not be able to absorb the flavor of the spices. Remember, you have to only par cook the rice, which won't take long at all if u add the grains in boiling water. Say, if your 500g rice is coming to 1 measure of any bowl you have. Put at least 9-10 measures of that same bowl of water for boiling. To that you add 2 tbsp of salt and stir. Taste that water it should be very salty. If not salty enough, then add some more salt, till that water is a little more than normal salty. This way the rice will absorb that salt, while boiling. I would suggest using a nonstick pan or a tawa. Heat the pan first, then reduce the heat. Place the garlic bread on the tawa and let it cook till it gets crispy at the bottom. If the heat is more then it will get burnt. The butter on the top will obviously melt. As far as the tomato bread goes, just toast the bread will butter and olive oil, in the same way.
